I'm no expert however my best friend is not religious and neither is her partner and they are getting married in bali (legally)I have read that both parties must be of the same religion so I am not sure how they are getting around this. From what I understand you MUST have a religious ceremony otherwise the marriage is not legal (They are having 2 short ceremonies. One religious, one not).
