My now wife had the same issue they classed the wedding dress as one carry on. We had a lot of breakables in the bag we had to check lucky we packed it well they did put fragile on the bag so thank you to the luggage carriers for treating it kindly.
But on the way to bali it had no problem being placed as an extra on carry on during the flight to Bali. We were way over the limit in the end with the checked in luggage and nothing was said. So maybe our little winge about the wedding dress spared us the extra baggage cost. All fond and funny memories now.
