if size does not matter but weight does....someone might have a huge bag of fragile lightweight stuff and will still take up all the overhead.
I put all my fragile stuff like candles in my carry on and not always overweight...but perhaps if i have to put my handbag and camera bag in it will go up from cabin bag size to overnight bag size.
