been the "rule" with most airlines we have used that each passenger is allowed ONE piece of cabin baggage of a size that will fit in the frame located at the check in gate, plus ONE piece of personal luggage (handbag, beauty case, laptop or camera) I really hate boarding and having MY overhead baggage space (which I have paid for in the price of my ticket) taken up by some inconsiderate A**%$**e who is boarding with as many pieces as they can carry or drag on board! Check it thru, and have consideration on other travellers!
Having said all that, maybe the Airlines are being very mindful of the increased costs of fuel, and are looking at cutting as many costs as possible, or recouping same from every available source, eg excess weight levies?
