I may be wrong but I take it as meaning from this post & the Simpati/Pro XL sites that..

You have a certain amount of time to use the remaining credits & then a further period of time to add on more money/recharge/activate it

eg on a certain amount put in to start you have
1.60 days active time where you can make, receive calls and send messages as long as your credit lasts..
if you have credit after that 60 days & you don't recharge..
"The remaining credits cannot be used after the Active Time is over, but will be saved and then accumulated by the time you recharge your Simpati.

2.30 days to add more credit once you have run out(on top off the 60 days)..the recharging time
"Throughout the Recharging Time Simpati can only be used to receive calls, sms, mms, or call 888 or 116 or 188 or 112"

Therefore you have a total of 90 days where you are able to make your card active again.
On some cards/amounts you can get up to 6 months .

[Basically it means after one period you cannot use it to make calls etc (only receive)
You then have another period to make it active by adding a recharge amount.
If the total period expires and you have not added credit the card/number is no longer any good.]

Otherwise why do the phone companies bother listing active & recharge times available & why do the locals worry about losing their number if they don't add money after a certain period of time?

Frank went in Feb & then again in May?
His total active time was probably 90 days so recharging no problem.
It initially did not work because his active time was up.
Once adding credit it worked again & his remaining credits from the last time were added?
