I would probably stay at Tegal Sari. We have stayed at both and both are great in different ways. Tjamphuan is one side of Ubud, Tegal Sari the other. Tegal Sari would be closer to town, restaurants, shops etc,. Tjamphuan does have many steps, we managed them okay but I don't think I would enjoy doing it carrying a baby.
Enjoy your trip, whichever you stay at you wont be dissappointed.
