For all the hassles they've had with the Dutch over the years, it's not even them they're trying to keep out. They're trying to keep out Indonesian citizens (and former citizens) who don't even want their part of Indonesia to be part of Indonesia any more.
It's a bit like a game of "who dumped who first".
