I take my Optus phone to Bali which is set for roaming. As long as you dont receive or make any phone calls (you also have to cancel all diverts as they will be charged at the international rate) then it is very cheap to use for sms. Exelcom recharges at 11c per sms so even cheaper than Optus - and that is for sms to anywhere. But you must make sure you have cancelled your voicemail diverts etc - as even someone phoning from Aus to your number here will mean you are charged for the call at roaming rates (e.g. you are charged cost of call from aust to bali and back to your voicemail).
