Most of the orphanages cater for children from birth to the time they are independant, although some have an age limit of 18-20 years. The old folks you are refering to are perhaps those at the Retirement Home in Denpasar the the Helen Flavel Foundation takes some care of. These men and women are generally without supporting families or are beyond the care abilities of their families because of dementia or similar or they have been rejected by their families because of their 'dark' past, prostitution and so on, even though this may have supported the family at the time.
In many ways they are a really a bit like children in their old age and certainly responded in similar ways to baloons, Chuppa Chups, arms around the shoulders and so on. We have no doubt that they are also worthy of help.
