I have stayed at the Legian Village Hotel about 20 times, each time in different rooms, always clean, various standards of room.
It doesnt profess to be upmarket, is definately budget but I have never found it to be dirty. The staff are great and it is Balinese owned and operated.
You must have been very unlucky.
The hotel is spread over two locations and they have deluxe rooms on Jl Sahadewa in Joni 2 as well as in the three story bit.
I would not recommend it to families as I do not know what rooms they have for families, only for single and doubles.
Always found the restaurant to be good too, ate all breakfasts there and heaps of other meals as well.
as I said, you must have been very unlucky as everyone I know of who has stayed there has been happy with it.
