We had a look around at Matahari's sports department, Robinsons etc about the same prices as here in Oz. There was nowhere in Semiyak. I am presuming your just wanting some for the trip not to take up as a full time hobby?
We ended up taking our snorkels - as they were the only part of our sets that hadn't perished over the years. However when we went snorkling the first time we forgot them and used the hire ones.
We snorkeled in Pemuteran though a company recommended by the hotel. All the gear was fine. The cost for our day was $25.00USD per person which included boat ride to island, guide and hire of gear and two 'dives'just to give you an idea. Next day we hired two sets of flippers and goggles in the late afternoon for 50,000 rp.
If you are worried about catching germs (which I was) from hire snorkels perhaps a solution of savlon like they use for the CPR manikins in St John First Aid courses or something similar?
Have a great time, the fish and coral at Pemuteran was absolutley amazing!
