You are remembering correctly. If you walk past the reception and through the restaurant, there's the little cheapie room to your left and then the blocks of aircon rooms. To your right are a number of better non-aircon rooms. No idea of the room numbers however.
We were in Lipah last August and the Vienna was booked out, due I believe to August being the European high holiday season. By September, it was nearly empty again.
