I haven't stayed at the Dynasty for many years as I now prefer much smaller hotels, however I know this resort is very popular with many West Australians, and particularly families. It is very close to Waterbom Park, a big new shopping mall, pool & snooker hall, lots of places to eat including fast food for the kids. Also walking distance to Kuta Art Markets. I believe you can still walk through the hotel on to the beach if you want to avoid the busy streets.
Perhaps some other people will recommend other options - there are plenty of similar resorts in the same area.
The weather is a personal thing - I don't let anything in Bali dampen my trip - I love the place and take it as it comes, but I know that doesn't suit everybody . The latest in the year I have been is late October - hardly had any rain - mostly early mornings, and like I said, it is still warm.
