I would still go to Bali. Fiji is lovely and relaxing but you are more or less stuck in the resorts. While you can venture out there isnt all that much to do or see. Excellent if all you want is to paddle in the ocean and relax by the pool but Bali, aside from being cheaper (considerably) there is so much more to fill your days, Day trips all over, resturant options plus you can still have the relaxing pool side days aswell. I havent ventured over to Lombok yet (hopefully this trip we will) but have heard good things.
That said, it really depends on what you are aiming to do on your trip.
