You put the bags that the baggage attendents put on the plane (as opposed to carry on) on a conveyor belt to be taken away next to the check-in counter. It has a scale in it which shows you the weight. I havent seen any one yet try to shot-put their overweight bags past the weigh in section.
As to how many bags, as everyone has said there is what is under the regulations (1) and what is generally allowed. There is also an oversize baggage area that I've used with Singapore Air & Garuda but not AP.
