The surf on Kuta beach is beach (sand) breaks so relatively safe (most other surfing in Bali is over reef breaks and potentially more dangerous and you need to be pretty competent). With a good swell Kuta can be pretty good surfing (and by Kuta I mean the whole strech from Tuban through to Legian - I think the Dynasty from memory is off Tuban) There are surf patrols, with flags just like in Australia - but the good surf breaks are usually outside the patrrolled area!! You can tackle some of the reef breaks just off Kuta. You hire a local boat (down near Tuban)to take you out to the reefs which are a couple of hundred metre off shore - see web link and breaks like Airports. Your son should be a competent surfer to have a go here.
You can hire body boards and fins on the beach - usually pretty old and worn out. Better to go to one of the surf board repair shops (for eg up Poppies Lane (1 or 2) and ask around). I found it cheaper to rent for a few days. If you are going to be staying at the same hotel all the time and you son is really keen, taking his own board and fins would be quite ok. Quite a few of the kids (and not so young kids!!) do so. Not a problem on the plane just make sure you have a boady board cover.
