right outside PR. Many taxis, especially as you walk out of PR, turn left and on the corner there, taxi's tend to park and wait sometimes (well they did 2 years ago - but things do change fast there!). Also along the shops at the front of PR there are always Bemo drivers waiting... we found a guy called Magnum lots of fun, charged great prices, he was fantastic with our kids and made seeing Bali lots of fun.
