We go every second year for 2 weeks and my 14yo last year had a ball. We stayed at Legian and he could walk (by himself) along the front to check his emails. He had a list of things he could do ie. white water rafting, bicycling from Mt Agur, surf school at Kuta. In the hotel itself there were plenty of young kids (teenagers). When we got settled in properly he felt confident enough to walk to the shops close by and buy dvds and cds. And lots more. We organised his mobile phone so he could phone if needed and vice versa. He didn't go too far by himself but felt a litle independent.
