Sands is the restaurant for Kumala Pantai Hotel. I'm not too sure that it is where I would pick for my wedding dinner, but KP do have another restaurant called the White Horse. It is further back within the Hotel grounds and you wouldn't have to deal with the road right in front (although upstairs at Sands wouldn't be too bad)
As it is not their main restaurant (I have never seen it used) they would allow you to have exclusive use, I'm sure.
They would almost certainly set you up with a set menu function type arrangement. There are a lot more "upmarket" restaurants around, depends what you want.
