The top side of Bali does not receive swell but is good for snorkelling. This time of year the water at Legian can be quite windy and dirty, not great conditions for surfing. You could go to the Sanur side of the island and would find swell.
We live at the beach and our kids surf every day (standing up not on Boogie boards) and I wouldn't let our youngest in the surf on his own until he was ten. It really depends on how strong they swim. Once you have a look at the water you and they may not want to go in. I stick to the pools in Legian, never swim at the beach but Nusa Lembongan is different, lovely blue sea and I swim all the time.
