If you are in places like Candi Dasa, Padang Bai or Amed, where fishing is possibly the main occupation, you are constantly offered boat trips by local fishermen. Maybe this doesn't happen so much in some of the more touristy places, but they're all on the lookout for extra money so I'm sure your husband would have no trouble finding someone to take him.
Fishing is not my sport, so I have no personal experience. I would imagine the most important thing would be to make sure that you were going somewhere you were likely to catch something. There is a fishing village further up the beach from Seminyak and Berawa, I think it may be Seseh, but after seeing the boats there go in and out through gaps in the reef and the heavy surf both sides, I wouldn't go for that experience.
