the same happend to a couple when we flew from sweden to bali and they had not arranged the visas on before hand.They were not alloved on the plane at all even if it had a stop in Bangkok.Hopefully your partner will get it fixed in Singapore.It's not so good if the travel agents don't know if you need a visa or not.good luck!
