I have just returned from Bali 5 days ago and I found it was alright to use any money changer provided 1) the rate was above 7000rp and you had both agreed on the amount you were to recieve before you started 2) check that no commission is to be charged 3) triple check the amount you are physically being handed before they take your money.
I changed money 9 times in both Sanur and Kuta at various places and other than a shop on Sanur Beach that sold film and drinks that tried to short change both me and a friend, I did not have any problem whatsoever.
The biggest rip off was at Brisbane airport where they charged me $8.00 commission and then I only received 6200rp. But I wanted to have a litle rp on me to pay the driver etc when I arrived. So that was my problem.
