I agree with Colleens comments above especially just outside the Jayakarta Hotel on the beach front. I know however most people will never understand why especially when they read what I just posted above titled "BEWARE! The tennis player".
I made bounderies with my son at the Jayakarta Hotel. Depends on how aware and independent your children are of course. Go by your judgement, get a feel for the place, get to know the people on the beach. The lifesavers are a lot of fun and welcome a game of chess, anyone who plays a musical instrument etc. The massage ladies and beachsellers once you get to know them will also keep a loose eye on the children although obviously they are not to be thought of as babysitters.
The roads are a worry but not the one in front of the Jayakarta as is blocked to through traffic. Another suggestion if they do end up going it alone is to tell them not to accept any food or drink from strangers. Have personally had no bad experience there in Bali but have elsewhere.
If you don't feel secure the Jayakarta is big enough and has enough to do to keep the kids entertained anyway.
