Irian Jaya doesn't exist any more. It is Papua now, and since Indonesia (with the aid of a few more powerful countries)rigged the independance vote in 1969, it is considered part of Indonesia.

Therefore, you will pay domestic departure tax when you fly there and back. Domestic departure tax from Bali was 20,000rp last time I flew out of there (June 2004). I'm not sure what they charge from Jayapura or Timika, but it is probably a similar amount. You will not be charged a second VOA upon returning to Bali, as you will not have left the country.

So your taxes, in order, should be: US$25 upon arrival in Denpasar; 20,000 as you leave Denpasar for Papua; around 20,000 departing Papua for Denpasar; 100,000 International departure tax when you fly home.

However, if you're planning on popping over to PNG while in Papua, you open a whole new can of worms and you'd be better off taking an accountant with you.
