you depart indonesia. my best recollection is that Irian Jaya is part of indonesia not P&G, so you shouldnt have to pay anything.
VOA into bali will be $25 US and departure out of idonesia is 100,000 rupiah. Make sure you retain your departure portion given to you when you arrive there, you need it when you leave the country. Hope this helps....cheers
